INCIDENT SUMMARY: According to Sheriff Jeffrey J. Murphy, the Washington County Sheriff’s Office arrested Wilbur (Willy) L. Rockwood III, age 19, following an investigation into incident(s) where Rockwood had sexual contact with two separate victims; a child under the age of 15 and a child under the age of 17 years old. The investigation alleges that Rockwood violated a previously issued stay away order of protection, as well as having sexual contact with one victim. Additional investigative efforts indicated that Rockwood also had sexual contact with a second victim, who was under the age of 15 years old. Rockwood was charged with Rape 2nd, a class D felony ; Criminal Contempt 1st and Aggravated Family Offense, both class E felonies, and one count of Sexual Misconduct, a class A misdemeanor. Rockwood was arraigned and remanded to the Washington County Jail for lack of $1,000 cash bail $2,000 bond.
