Article 41 of the New York State Mental Hygiene Law requires the direction and administration, by each local governmental unit, of an annual local comprehensive planning process for its geographic area, consistent with established statewide goals and objectives. All providers of services, including state facilities, are directed to participate in and provide information for this planning process. This process represents a cooperative effort involving state and local governments, providers of services, recipients of services, and other local stakeholders.
The Local Services Plan is intended to promote continuity of care through the development of coordinated and integrated systems of care and treatment for individuals and families impacted by mental illness, addiction, and intellectual/developmental disabilities.
The Subcommittees of the Community Services Board examine local needs and gather input from various local stakeholders and data sources. The Local Service Plan is developed and approved annually by the Community Services Board. The approved Local Services Plan is submitted annually to the following New York State Offices:
The state uses the county plans in part to formulate a statewide comprehensive plan for services. View our 2021 Local Services Plan for Mental Hygiene Services for Warren and Washington Counties (PDF).
